Open Enrollment Period: Beware of Marketing Traps and Tricks
Every year, Medicare’s Open Enrollment Period (OEP) runs from October 15 through December 7. During this time, Medicare beneficiaries in Hawaiʻi can review their coverage and make changes to Medicare Advantage or Part D prescription drug plans.
Unfortunately, this season also brings an increase in aggressive marketing tactics from insurance companies and agents. That’s why it’s important to know your rights and the rules Medicare has in place to protect you.
Red Flags to Watch For
Be cautious if you encounter:
- Anyone asking for your Medicare, Social Security, or bank information before you enroll
- Agents who claim they “represent Medicare” or a government agency
- Unsolicited calls or texts (you can opt out of future contact)
- Pressure to sign up quickly—remember, you have until December 7 to decide
- Gifts for enrolling that are worth more than $15 or not offered to everyone
Safety Tips
Here’s how to protect yourself during OEP:
- Share your Medicare information only with trusted providers
- Always ask for everything in writing
- Double-check that your doctors are in-network before switching plans
- Contact Hawaiʻi SHIP (State Health Insurance Assistance Program) for free, unbiased advice
What Plans Can Do
Insurance plans are allowed to:
- Send mail about their products or set up educational displays at public events
- Call or email current members, as long as you haven’t opted out
- Schedule appointments to discuss plan options, but only on topics you’ve agreed to
What Plans Cannot Do
Plans and agents are not allowed to:
- Contact you without your permission
- Ask for personal information at educational events
- Approach you in public spaces like parking lots, sidewalks, or bus stops
- Give gifts worth more than $15 or require you to enroll to receive one
- Offer full meals or high-value prizes at marketing events
